City Council has approved the Public Notice Policy.

We want residents to be aware of when City business occurs. We provide notice to the public on a variety of different matters, such as adoption of the budget, fees and charges, renaming and closure of roads, and the sale of property.

The City’s Public Notice Policy ensures the community knows how and when notices will be provided and aligns with the principles of open government.

To provide residents with a one-stop shop for most government notices we have provided links to notices published by the Region of Halton, the Province of Ontario and the Government of Canada.

Minister of Municipal Affairs and Housing announces Burlington can adjust UGC Boundary

Minister of Municipal Affairs and Housing Steve Clark joined Burlington MPP Jane McKenna and Burlington Mayor Marianne Meed Ward this morning to announce that Burlington will be able to adjust the boundary of its existing provincial Urban Growth Centre (UGC) designation.

The adjustment of the boundary of the UGC, once centered on our downtown core, will put the focus of the designation on the Burlington GO Station, allowing the City to direct future height and density near mass transit and help build more complete communities.

This decision supports the work already incorporated into Burlington’s revised new Official Plan (OP), already approved by Halton Region. Burlington’s new OP includes stronger protections for green space, heritage, jobs, the rural community, established low-density neighbourhoods and a special focus on preserving the character of the downtown.

Burlington is city where people, nature and businesses thrive. City services may look different as we work to stop the spread of COVID-19. The City’s commitment to providing the community with essential services remains a priority. Quotes

Minister of Municipal Affairs and Housing Steve Clark

“Our government has been clear that transit-oriented communities are our priority. I am proud to support Jane McKenna, MPP Burlington, and Burlington Mayor Marianne Meed Ward by re-designating the Urban Growth Centre away from the downtown and closer to the Burlington GO station which will ensure that the downtown area is preserved. This will also ensure that people will live closer to transit so that they can spend less time commuting, and more time with their families.”

    Burlington MPP Jane McKenna

“Burlington’s Urban Growth Centre and Major Transit Station Area designation have been in place for over a decade. This re-designation will put homes near transit which aligns with the policies laid out in the provincial Growth Plan for the Greater Golden Horseshoe. It will also help preserve the many incredible features that makes downtown Burlington unique. Today’s announcement has been years in the making and is the result of a tremendous collaborative effort by the Mayor and Council, local and provincial planning experts, senior members of the Ontario government and most importantly, the residents of our great city.”

    Mayor Marianne Meed Ward

“I am absolutely thrilled by today’s announcement. This great outcome for our city is grounded in extensive study, analysis, planning rationale and feedback, and from day one, there was unanimous support from all members of our city council for this change. Executive Director of Community Planning, Heather MacDonald, has provided clear and consistent professional planning advice to council to fully complete the necessary and substantive planning policy work to support the recommended UGC boundary adjustment.

We did not do this alone. This has been a truly collaborative process with our community, including residents, developers, partner agencies, your City Council, City and Regional leaders and staff, our Regional Chair and fellow Halton Mayors. This outcome today is also the result of a great deal of hard work and advocacy from our local MPP Jane McKenna, and everyone at the Ministry of Municipal Housing and Affairs, led by Minister Clark.

Burlington continues to be open for growth and development in the right places and at the right scale. Our city will evolve and grow in ways that honour everything that makes Burlington such a special place to live, work and play.”

Executive Director of Community Planning, Regulation and Mobility, Heather MacDonald

“This is great news for the work staff is doing as it aligns nicely with our revised new Official Plan (OP) and Major Transit Station Areas (MTSA) project. Our team is also working closely with Halton Region on their Official Plan Review, currently underway.

This boundary adjustment for Burlington will help to implement planning policies that focus on maintaining our established communities and neigbourhoods while directing growth and intensification where appropriate and transit supportive.”

Area-specific planning for Burlington’s Major Transit Station Areas (MTSAs) is set to relaunch this summer. This new phase of the project will build upon the work that was completed through the Mobility Hubs Study from 2017-19. The area-specific planning process will establish a vision for future growth in Aldershot GO, Burlington GO and Appleby GO MTSAs and will include engagement opportunities for Burlington residents, developers and other stakeholders. To learn more, tune in to City Council on May 17:

    City Council Workshop

Major Transit Station Area (MTSA) Area-Specific Planning Project

    Monday, May 17, 2021

1 p.m., on Zoom (live stream)

*Please note that delegations are not permitted at Council Workshops.

    Background

In 2017, work was started on area-specific plans (ASPs) for the areas around the Aldershot, Burlington and Appleby GO Stations in Burlington. At that time, the project was called the Mobility Hubs Study. City staff worked on several technical studies and engaged with the public, stakeholders and agencies throughout visioning, development of the draft concepts and draft precinct plans, and other stages.

In July 2018, staff brought draft precinct plans to Council for feedback. This work was preliminary and subject to change due to on-going technical studies, as well as community and stakeholder feedback. The draft precinct plans were not endorsed or approved by City Council. More information about the previous Mobility Hubs Study work and public engagement process is available on the project webpage.

In early 2019, the Mobility Hubs Study was paused to focus on other priority initiatives that would impact the Mobility Hub study areas, including the City’s Re-examination of the adopted Burlington Official Plan, the Interim Control Bylaw Land Use Study, and the Region’s Municipal Comprehensive Review (MCR). The Region of Halton’s MCR will establish formal boundaries and minimum density targets for all Major Transit Station Areas (MTSAs) in Halton, including the areas around the Aldershot GO, Burlington GO and Appleby GO Stations.

Information about the Region’s Municipal Comprehensive Review process can be found on the Regional Official Plan Review (ROPR) website, specifically the Regional Urban Structure (Integrated Growth Management Strategy) webpage and the draft Regional Official Plan Amendment (ROPA) 48 webpage. There you will find information about the Regional Urban Structure Discussion Paper, the proposed MTSA boundaries, as well as the proposed adjustment of the Urban Growth Centre (UGC) boundary to the Burlington GO Station area.

For information on upcoming virtual Public Information Centres being held by Halton Region staff in May and June 2021, please visit halton.ca/ropr.

    Next Steps

Area-specific planning for the GO Station MTSAs (formerly Mobility Hubs Study) will resume this summer. After the Council Workshop on May 17, staff will deliver a draft project workplan and draft public engagement plan to Council in June 2021. The area-specific planning process will establish a vision for future growth in the Aldershot GO, Burlington GO and Appleby GO MTSAs and include engagement opportunities with Burlington residents, individuals from the development industry and other stakeholders.

April 12, 2021— The City of Burlington climbed five spots from 2019, to rank 9th on North America’s Most Open Cities Index for 2020, published by Public Sector Digest (PSD).

The Open Cities Index was launched by PSD in 2015 as Canada’s first study to benchmark municipal open data initiatives across the country and has since expanded to include organizations from across North America. The Index provides a way for local governments to measure the maturity and performance of their open data programs and offers insight on how they can improve.

A total of 41 organizations participated in the 2020 edition of the Open Cities Index, with 18 Canadian cities and municipalities represented in the Top 20.

The Open Cities Index measures the readiness, implementation, and impact of the participating cities’ open data initiatives. A new dataset category was added for 2020, specifically to gather data on how municipalities have adapted to share COVID-19-related data with their community and external organizations.
