Area-specific planning for Burlington’s Major Transit Station Areas (MTSAs) is set to relaunch this summer. This new phase of the project will build upon the work that was completed through the Mobility Hubs Study from 2017-19. The area-specific planning process will establish a vision for future growth in Aldershot GO, Burlington GO and Appleby GO MTSAs and will include engagement opportunities for Burlington residents, developers and other stakeholders. Background

In 2017, work was started on area-specific plans (ASPs) for the areas around the Aldershot, Burlington and Appleby GO Stations in Burlington. At that time, the project was called the Mobility Hubs Study. City staff worked on several technical studies and engaged with the public, stakeholders and agencies throughout visioning, development of the draft concepts and draft precinct plans, and other stages.

In July 2018, staff brought draft precinct plans to Council for feedback. This work was preliminary and subject to change due to on-going technical studies, as well as community and stakeholder feedback. The draft precinct plans were not endorsed or approved by City Council. In early 2019, the Mobility Hubs Study was paused to focus on other priority initiatives that would impact the Mobility Hub study areas, including the City’s Re-examination of the adopted Burlington Official Plan, the Interim Control Bylaw Land Use Study, and the Region’s Municipal Comprehensive Review (MCR). The Region of Halton’s MCR will establish formal boundaries and minimum density targets for all Major Transit Station Areas (MTSAs) in Halton, including the areas around the Aldershot GO, Burlington GO and Appleby GO Stations.

Information about the Region’s Municipal Comprehensive Review process can be found on the Regional Official Plan Review (ROPR) website, specifically the Regional Urban Structure (Integrated Growth Management Strategy) webpage and the draft Regional Official Plan Amendment (ROPA) 48 webpage. There you will find information about the Regional Urban Structure Discussion Paper, the proposed MTSA boundaries, as well as the proposed adjustment of the Urban Growth Centre (UGC) boundary to the Burlington GO Station area.

Next Steps



Area-specific planning for the GO Station MTSAs (formerly Mobility Hubs Study) will resume this summer. After the Council Workshop on May 17, staff will deliver a draft project workplan and draft public engagement plan to Council in June 2021. The area-specific planning process will establish a vision for future growth in the Aldershot GO, Burlington GO and Appleby GO MTSAs and include engagement opportunities with Burlington residents, individuals from the development industry and other stakeholders.
