  • The proposed Affordable Rental Housing Community Improvement Plan (CIP) plans to offer residents and builders in Burlington incentives when they create new, affordable rental housing options* in Burlington’s Urban Area. This is the community improvement project area. The draft CIP is proposing several financial incentives, such as grant programs and forgivable loans.

*Examples of affordable rental housing include additional residential units (ARUs), multiplexes and low/mid/high-rise apartment buildings.

We are looking for your feedback to help us with these incentives. For background information, you may choose to review the Draft CIP and/or the March 6, 2025, Presentation and Memo to the Pipeline to Permit Committee.
