What is the Burlington Official Plan, 2020 (BOP, 2020)?

    BOP, 2020 is the City’s long-term vision to 2031 and beyond. It sets out strategic priorities for:

    • growth management, 
    • land use, and 
    • infrastructure 

    It is a policy framework that guides the City’s decision making and approval processes to make sure that all new development fits into to this long-term vision. 

    The BOP, 2020 Targeted Realignment Exercise will address the urgent need to adjust the Planning horizon from 2031 to 2051.  

    How can I give feedback or my ideas about the project?

    We are committed to letting everyone know what is happening over the course of the project. This is the inform level. At other times, we will be able to consult with you in the process. This means we will keep you informed, listen to and acknowledge concerns. There may also be times when we involve you. This means that public concerns and requests are directly reflected in the alternatives developed.

    Throughout the project, check this page for the latest updates and opportunities to let us know what you think. We will continue to provide updates, information and feedback on how public input influenced our recommendations and council’s decisions.

    Will there be parts of this project that have their own engagement plan?

    Yes.

    There will be phases of the Burlington Official Plan, 2020 Targeted Realignment Exercise, as outlined in the Engagement Approach that will need more public engagement and its own engagement plan. 

     

    What processes will the City go through to align the City’s BOP, 2020 policies?

    The City will be going through two processes to align the City’s BOP, 2020 policies:

    1. Modifications as part of the BOP, 2020 Ontario Land Tribunal (OLT) appeals process, 
    2. Statutory Official Plan Amendments (OPAs) to develop a local vision for growth and development. This will address the changes to the planning framework since 2020. 

     

    What areas of the BOP, 2020 would require statutory Official Plan Amendments to take place through this project?

    This project will focus on statutory Official Plan Amendments to areas of the BOP, 2020:

    • That require local study and interpretation to implement changes,
    • Are in effect policies that need amendments to be consistent with or conform to Regional and Provincial plans and policies and
    • Where there are:
      1.  substantial changes that result in key policy changes and
      2. public engagement is required or 
      3. would be difficult to address through the OLT process.
