Burlington’s Housing Strategy was approved by Council in June 2022.

This strategy creates a road map and acts as a guiding document for housing needs in the City of Burlington. It will help the City to work towards meeting the housing needs of the community and move us closer to reaching our Vision for housing in Burlington.

The Housing Strategy identifies 12 recommended actions that the City and other strategic decision-makers can take to increase housing options across the City. It provides a list of priority actions, quick wins and an implementation plan to put the Housing Strategy into action.

    Housing is a top priority in the City of Burlington. The City is doing a Housing Strategy to provide current and future residents with more housing options across our city. The Housing Strategy is an opportunity to develop creative and innovative solutions for housing issues in Burlington that will build on and support the Region’s Housing Strategy.

    The City is looking for resident feedback to help understand your experience finding a suitable, affordable, safe and accessible housing in Burlington through an online survey here. The survey is open now until Sept. 3, 2021.

    The purpose of this survey is to collect information about your experiences with housing in Burlington. The survey provides an opportunity to share your experiences, challenges and ideas to enhance understanding of housing in Burlington.

    The information collected by this survey will be used to support statistical information, like the Statistics Canada’s Census, to help the City to identify housing issues, gaps and the housing needs of Burlington residents to support the development of a Housing Strategy.

    This is the second survey in the Housing Strategy project. In March 2021, as part of the Housing Strategy Launch, the first Housing Strategy survey was released. This initial survey collected information about housing concerns in Burlington and sought feedback on how stakeholders would like to be engaged throughout the Housing Strategy Project.

    The feedback from the first Housing Strategy survey helped us understand people’s interest in housing issues in Burlington. This feedback is summarized in the Housing Survey Launch Feedback Report presented to Council in April 2021. This information was used to inform the Housing Strategy project’s Engagement Plan.

    Join the Burlington Housing Strategy Working Group!

    City Staff are assembling a Working Group in support of the Housing Strategy to advise on local issues, be champions for the Housing Strategy and to provide key insights from a diversity of backgrounds, experiences and expertise. If you are interested, please fill out the form on Get Involved. Additional details will be available in the upcoming draft Working Group Terms of Reference to be posted on the Get Involved Burlington Website.

    Space on the working group is limited, with a maximum membership of 20 people and will be comprised of volunteers from a variety of sectors including government, not for profit, co-op, the business community, and residents. There will be multiple opportunities to engage throughout the Housing Strategy Project. Stay tuned for additional opportunities to get involved in the Housing Strategy in the upcoming draft engagement plan.

    Applications will be open until 11:59 p.m. on April 30, 2021.

    Housing Strategy Draft Engagement Plan

    The Burlington Housing Strategy Staff Report is now available. City Staff will be presenting the Housing Strategy’s Draft Engagement Plan at the upcoming Community Planning, Regulation and Mobility Committee meeting on April 6. You may register to delegate to speak to Council. The deadline to sign up to speak at this meeting is April 1, 2021 at noon.


    Housing Strategy Working Group

    Starting April 6, City Staff will be assembling a Working Group in support of the Housing Strategy to advise on local issues, be champions for the Housing Strategy and to provide key insights from a diversity of backgrounds, experiences and expertise. If you are interested in being a member of the Working Group, please fill out the form on the Get Involved project page. The form will be available on the website from April 6 to April 30. Additional details about the working group can be found in the Draft Working Group Guidelines.

    Join us for the Burlington Housing Strategy Virtual Launch on Monday March 8, 2021.

There will be an introductory presentation from Ted Hildebrandt of Community Development Halton about the state of Housing in Burlington, followed by a discussion period where community members and stakeholders can provide their input, voice concerns and share their experiences.
