  • The City is continuing its work to enable more housing, including affordable housing, through the Burlington Housing Strategy. Our proposed housing-focused Community Improvement Plan (CIP) is one of many City initiatives to support the creation of more housing options.

A CIP is a financial tool in the Planning Act that allows municipalities, like Burlington, to provide grants, loans, and other incentives to landowners to pay for eligible costs of the CIP, such as a portion of development costs for rental or affordable units.

Staff is looking at CIP incentive programs for Council’s consideration in 2025 to help meet the City’s housing goals in the Housing Strategy (2022), $21M Housing Accelerator Fund (HAF) Action Plan and Council approved HAF Implementation Budget. A large portion of the HAF budget has been allocated to support the creation of new Additional Residential Units (ARU) to meet missing middle, affordable and rental housing priority targets.

We want to know what you think about the incentive programs we’re looking at and which incentives would motivate you to build housing units through the CIP program.

For more details, please view this open house presentation. It may help you answer the survey but is not necessary.
