The City of Burlington is reviewing its Official Plan.

Burlington’s Official Plan is a planning document that sets out how and where the City will grow to 2051 and beyond. An Official Plan guides development in a municipality. It guides our Zoning Bylaw and other planning tools.

The City’s current Official Plan, Burlington Official Plan, 2020 (BOP, 2020) was approved in 2020. Since then, the City has been updating its Strategic Plan, setting a vision for Burlington’s future for the next 25 years.

The Official Plan Review process is an opportunity to adjust Burlington’s vision for purposeful growth, what is working well, adapt to a variety of changes and work on our vision for the future through engagement.

    At the June 8, 2026 Committee of the Whole Meeting, Staff provided a report titled “Introduction to the 2027 Official Plan Review (DGM-23-26)” to Committee. This report included recommendations:

    • for staff to prepare for the initiation of the Official Plan Review and

    • to hold a Special Meeting of Council in Q1, 2027 to formally initiate the Official Plan Review.

    Committee also endorsed the Engagement Approach to guide the project engagement.

    The report and appendices are in the Agenda Meeting Package.
