Update on Official Plan Amendment (OPA) 2

On October 31, 2025, the City was notified that appeals to OPA 2 have been received by the Ministry of Municipal Affairs and Housing. While portions of OPA 2 have come into force and effect, until such time that the appeals related to the enabling policies of the Community Planning Permit (CPP) System have been resolved or scoped, the CPP By-law cannot be brought forward to Council for approval.

Through staff report DGM-99-25 at the November 3rd Committee of the Whole, staff provided an update on OPA 2 to outline the Minister’s decision and the next steps, including the appeal process.
