Minister of Municipal Affairs and Housing Approval of OPA 2 with Modifications
On October 10, 2025, the Ministry of Municipal Affairs and Housing (MMAH) issued a decision to approve, with modifications, the City of Burlington’s Official Plan Amendment 2 (OPA 2):

The Notice of Decision is also available at the following Environmental Registry of Ontario (ERO) link: https://ero.ontario.ca/notice/019-8978, as well as information on how to appeal. The decision can be appealed within 20 days from October 10th. Accordingly, if not appealed, OPA 2 comes into effect on October 31, 2025.
With the final decision now received from the MMAH, City staff will be preparing a report to Committee of the Whole to outline the modifications and the next steps to bring the Community Planning Permit By-law forward for final approval.
