Proposed Amendment to the Affordable Rental Housing Community Improvement Plan
The City of Burlington is proposing an amendment to the Affordable Rental Housing Community Improvement Plan (ARHCIP) adopted by Council on April 15, 2025. The proposed amendment will:
- introduce changes to the ARHCIP to expand the range of housing options, tenures, and affordability that support a new temporary financial incentive program;
- introduce a new, temporary financial incentive program with respect to grants equivalent to a portion, or all, of the City’s development charges;
- propose specific eligibility criteria (location, tenure, level of affordability, size of unit, timing, etc.) to describe the nature and depth of any proposed incentive.
At the Special Meeting of Council on March 2, 2026, staff were directed by Council to prepare an amendment to the ARHCIP to introduce a new, temporary City Development Charges exemption program. The program would be applicable to eligible housing units for a two-year period. The proposed financial incentive program is intended to support construction activity that aligns with the City’s housing objectives identified in the City’s Housing Strategy.
