Council has approved the Amendment to the Burlington Housing Community Improvement Plan
On May 26, 2026, Council adopted amendments to the Burlington Housing Community Improvement Plan (CIP). Under By-law 32-2026, the existing Affordable Rental Housing Community Improvement Plan was amended and renamed. The amendments introduce five temporary programs within the existing Community Improvement Project Area. This expands the CIP’s scope from affordable rental housing to housing generally, providing flexibility to refine and adapt programs over time to support the City’s Housing Strategy.
The CIP introduces five new temporary financial incentive programs:
- Development Charge Reduction Grant – Purpose-Built Rental Program
- Development Charge Reduction Grant – Ownership Program
- Missing Middle Municipal Fee Waiver Program
- Tax Increment Equivalent Grant (TIEG) for Purpose-Built Rental Residential Program
- Accessible Design Grant Program
These temporary programs are designed to support more diverse housing options across Burlington’s urban area. They will be offered on a temporary basis to incentivize housing types to meet the needs of Burlington residents. These programs aim to add new housing developments that have not currently been proposed or applied for yet. The City is looking to fill housing gaps with purpose-built rentals, missing middle housing, larger sized units and affordable housing. The CIP incentives will be fully funded through the Housing Accelerator Fund (HAF), where applicable.
By-law #32-2026 is subject to a 20-day appeal period and is posted on the City’s Public Notice page. The Council approved CIP amendment is in the City of Burlington Council Minutes from May 26.
